Final score is based on scaling the summed H/W to 40 points, which was
then added to the proposal score (out of 40 pts) and class
participation/attendance (for which all students were awarded 20
points).

All the proposals and presentations were of very high quality. I
graded them using the following criteria:

   Flawless      40 pts
   Minor flaw    35 pts
   Serious flaw  30 pts

Only one proposal was essentially flawless, several had a minor flaw
(e.g., insufficient exposure to attain proposed science goals), and
two had a more serious flaw (e.g., all targets too faint to be
observed by Chandra).
